Grand Theft Auto V, the highly anticipated next installment of one of the worlds most popular franchises, was initially announced for a "Spring 2013" release date for the Xbox 360 and PlayStation 3. Fast forward a few months to the start January, Rockstar Games made a promise of unveiling the official cover art and fast forward to the end of January; Rockstar all but scrapped the plans to unveil the cover art by the end of January and instead, announced that the game would be delayed until September 17, 2013; citing the need for "extra development time" as well as "additional polishing"
that's is why GTA5 is on current consoles, 75 million install base right now and by september should be way over 80 million.

Also, with a massive install base in current gen it only makes sense to code for current gen and continue polishing rather than starting code from scratch.
Sure the install base isn't there yet, but do you want consumers to forget your product when the new consoles come out or enjoy it for awhile on the new and old generation hardware.
That would both give them the sales from this gen and a chance to get some knowledge of the new hardware...
Rockstar has postponed their games before, they have also released a GTA game near the end of a generation and they didn't put that version on new hardware. The thing with Rockstar is that they take their time, they have probably been working on GTA5 since before GTA4 launched, they take their time and do things right.
