What? How is it about money? You can load the games, just not the saves. If they wanted money, they would not allow you to load the games at all and make you rebuy it for the Wii U.
Now, if your title had been about the controller upgrade fees, fine, but it's not. You make it about save files. That makes no sense. Even then, you can play the same games just as you did before on the Wii U w/o spending any additional money.

If Balloon Fighter was anything to go by, this isn't a simple game transfer. They're granting you access to the games again but on the Wii U's shop running off of the Wii U's hardware which is not directly connected to the Wii mode. Notice how neither the gamepad nor the pro controller cannot function in Wii mode? I think it's the same basic principle.
