Probably good reason for that. Maybe a catalyst for lightning feeling guilty about what happened to her sister and everyone in general. The effects of the 13-2s ending should be really interesting to see both in lightnings character development, the general mood and atmosphere of the world (like not being able to have children or die), also to see who comes back.
Lumina is a younger Serah who was born in an alternate timeline where Lightning was written out of history altogether (not born due to the events in XIII-2, messing up TIME AND SPACE etc). Because Lightning wasn't born, Serah was the only sibling, so she had no choice but to be the strong one -she didn't have Lightning to rely on when her parents died and she had to go through the ordeal alone. To try and forget about her haunted past and move on Serah decided to go by a Code name - Lumina. Or something along those lines...
just finished FFXIII-2 and damn game was just damn cheesy and boring. not to mention outfits in this game are just ridiculous *cough Cauis
i thought it would redeem the series. instead it just brought it down.
Now looking at this Lumina does look interesting but i swear if she's just another Noel, Square Enix wont get money from me. SE just cancel this game on focus on marketing VersusXIII, FF10, KH HD
