Back in 2006, I wasn't aware that my life was horribly incomplete without the ability to touch-track through albums of funny cat pictures on the go, but then the goodly Reverend Jobs appraised me of the error of my filthy, button-pushing, non-procrastinating ways.
I say give them complete control of their content with a reduce charge for having a game on their system.
If the game is sh*tty and buggy, word of mouth will spread and MS can investigate and maybe pull it from marketplace as Steam did with WarZ(sp).
Just my opinion but something does need to happen. The biggest complaint from smaller devs is how they make no money on consoles due to high costs of submissions and other factors. Which is why a lot of them switch to mobile.
problem with doing this is the Xbox uses physical disc which is dam hard for Microsoft to pull and so patches are welcoming. Having a price at least gives those developers incentive to not just release a buggy game and patch often. Steam has it easy. They can pull a game because it is in their virtual store. Much harder to do for physical copies
It could work for the indie and arcade channels on 360 though.
