Depends which games you're talking about. Psychological indie games like Amnesia, Slender, SCP-087, Cry Of Fear and Lone Survivor? Absolutely. Action-horror games that give you tons of ammo, loads of health packs and just the occasional lame jump scare? Not so much.
Latest (not counting spinoff) Fatal frame IV is great and scary, more people should try it... other thing, indies are doing good job
For me it's not that games have become less scary they are pulling the same stops that scared me ages ago when I was younger. To me it's more the fact I have about seen it all in my life and there isn't anything that seriously surprises me anymore. It's the same concept for movies, you can only watch so many scary movies before you get to a point where no scary movie ever scares you again. Sadly that is how it for me for movies also, they don't scare me like they used to.. It's not that they have gotten worse, it's just my tolerance has become so high nothing really scares me anymore other than spiders and jelly fish.
