Can they even charge people for the mess Microsoft made for itself?

No.

No, once something is done, it's done. One time dell.com had XBOX 360 Kinect bundles with 2 games listed at $40 with free overnight shipping. My buddy called me and told me, and we each ordered one. The error on the website was only up for about 45 minutes, but the orders were processed, and we each got XBOX's with Kinect and games for $40 + tax... I was kinda worried to open it in case they wanted it back, but I checked with friends and family to see if dell could get it back, but they all said once they took my money and shipped the item it was mine. Once the item changes hands, it is the owners, unless there is some clause in the online user agreement. I'm sure MS wouldn't risk the bad publicity over something so trivial.

Hmm
How can they? I downloaded it from the the halo 4 menu. I connected to xbox live from there and it said 0 ms points. I could understand if it said 800 ms points then it charged me nothing.

Still works. At this point i think they either don't care or they're doing it intentionally. It shouldn't take THIS long to fix it, especially now that they know what the exact problem is. They haven't made any announcements or anything either.

But it iss shitty for people who paid. They should get some kind of reward.

I wouldn't cross my fingers for the next 2 DLC packs to be free like this. This was without a doubt an error, but it's surprising to see that it hasn't been repaired in over 12 hours.

Good luck charging me MS since I don't have a credit card on my account and only have 200 MS points currently. At best they can attempt to remove it, although again, highly doubtful they will do that. Those MS chat reps don't really ever have a clue wtf is going on, so I'm inclined to believe someone else over them. They also must have some weird translation service which shows you that they are probably way out of the loop or know for that matter.

They can't ban you- this is their mistake and they agreed to give this to you for 0 when you confirmed your download. Transaction complete. Worst case scenario they release a statement and retract the maps. No harm, no foul.
