Criterion is working on the stuttering and framerate issues of Need For Speed: Most Wanted PC

Electronic Arts: "Better late than never I guess. EA has updated its help page regarding the stuttering and framerate issues of Need For Speed: Most Wanted PC, stating that Criterion has been working on resolving them and has made some improvements that will be added in an upcoming PC patch for it. Too little too late. Finished the game in the state it was. Unfortunately I don't see any reason to go back to it soon.
