Kefka is so overrated. He only appears like 3 times in the entire game. First he kills a village by poisoning the water, then you fight him for the first time, then he disappears and somehow becomes a god and you kill it. The end. =/
What makes such a shallow character being a good villain? There are no motives, his story is not explained.... He is bad just because. There is no depth anywhere.
Kefka is evil because he was the first human experiment to be infused with "magitek" but it was imperfect and him lose his sanity. As a result of the loss of his sanity from the procedure, Kefka became a cruel, destructive madman.
Also you actually fight kefka 5 times in the game. He has good one liners, a wierd sense of humor and hates everything Kefkas a great villian.
IMO Septhiroth is much more overatted you dont actually see him till the end of FFVII
Ganondorf and Sephiroth are also very popular.
