Everybody has their own opinion.
In gaming development school they should show those 2 games as examples of how not to make a game.
generally it depends on the series and the expectations for that series you cant move away from the series traditions or make something nonsense at all
the gameplay and the design are important too but the game must stay true to its name and not pretend to be something else
example the expectations for uncharted isnt the same as lets say sly cooper but both games must feel like home for fans to be considered as a good game its hard to make that balance
the fans expectations and evolving the series
in uncharted we are expecting a bang and bang and bang while in sly ( the name says it )
that's why the new IPs make such a huge impact because they are new ( nothing to worry about yet )
