I'm not sure what makes a *good* villain. I know that a *bad* villain is one you rarely see. And by that I mean that the less you see of the villain, the worse it is.

a good villain imo is the most evil, cleaver, mind boggling, doesn't ever get caught and ultimately wins

samuel L jackson in the film Twisted was an excellent villain for instance, see the film it's great.

also the killer from No Country For Old Men, genius.
and jason, freddy, joker, michael meyers etc., take it from them.

in games: one that is hard as shit to beat...

Personally though I can't take any villains who wear masks seriously. Sorry.

Oh that reminds me Kobayashi from "The Usual Suspects" also meets your description.

My favorite type of villain is the 1 that you can sympathize with. When you're not sure if they're really evil or not. I love that.

Yeah I was going to say that as well, they seem to be the best.

I also love Villains who are doing something just because they want too. No reason, no care in the world. Like Kefka, he just was f**king crazy and that was it.
