The first game's Arena mode simply wasn't popular enough the developer told GamerZines.
In all fairness, I must have used the PvP thing five times maximum on Border lands 1
On the other hand, just to play devil's advocate, how much of their resources could it have taken to allow simple PvP matches?
But it's not a loss I'm worried about.
