If Dead Space ever merged with The Sims 3, I might never stop having nightmares

If you’re not familiar, The Sims 3 has something called create a sim mode. This is supposed to be a nice feature, allowing players to re-create their friends and family to be played in the game. But then certain user modifications mess things up, and we end up with this boob-wielding child monster that looks like something straight out of Dead Space.

Is that a mod? Or can you just make something like that 0_0?? I'm not too familiar with The Sims 3 but I know you definitely couldn't in TS2.
