Dedicated servers doesn't mean much. MW3 supported dedicated servers too but they weren't ranked and gave no experience so it was pointless playing on them.

Only way I buy is if it has ranked dedicated servers (PC). I hated MW2 and did not buy MW3 when I found out about non-dedis. I do think BO was the nearest to COD4.
