Derivative, tiresome mechanics that haven't adapted or evolved in over 10 years might have something to do with how they've gone 'downhill'.

In essence they haven't gone downhill, it's just that they haven't changed with the rest of the industry. The industry and games produced has gotten progressively better, yet Japanese games haven't evolved in the same way.

America has recaptured the video game industry that they lost with the death of Atari and the video game crash, and Japan are being left behind. With exceptions of course, Nintendo and Sony know how to make a good game.

The difference is playing to your strengths. Visuals are important. When you don't have the talent/manpower to create realistic visuals, you go for an interesting art style.
This game is pushing it's, ahem, visuals, and tried making them realistic in doing so.
The issue is, this is "realistic" circa early PS2 days.
