This is very hard to address cause it's never the character, rather the player. If the right person picked up Vanilla Sagat it could very easily be the best. However, that could be said about a handful of other characters. It's very tough to decide on a single character.

Except for PC doesn't go by console generations. Next gen, now current gen, refers to the eight generation of consoles. The next gen after this will be the 9th generation of consoles.
