Is it fair to charge £40 for a product that’s only a small fraction of the ‘complete game experience’?

Amazing how bad this game looks already. We keep acting like this gen doesn't feel like an update but I think we're starting to see it.

Not happy with all I'm hearing about Ground Zeroes, I'm a MGS fan to the bitter end, but even so I'm not blind or dumb, I know when I'm being f'cked one way or another, I didn't expect this from Hideo of all people.
I'll get it, I can't pass the urge to get into the story again, but £40 for what sounds to be a hour or less video-game is pretty shocking, PS4 or not, it shouldn't be that price.
This should have been $15 at most.

We as consumers determine what's fair. Don't pay for this.
When they make nothing initially they will start dropping the price. Everyone likes to bitch on this site about developers and incomplete, broken, over priced content, but they need to follow it up with real action.
Developers and publishers like to tout how financially difficult it is to break even, then they better make sure their product is with it. We aren't their piggy bank. We are consumers who demand quality product for our money.
