Exactly why did the multiplayer segment come out two weeks after the single-player adventure? Lack of time? Or was it a calculated move on Rockstar's part?

Possible. I doubt they did though. Reviewers were going to give the game high scores regardless of the online. For a game like GTA being such a highly anticipated game they would have excused the online saying the game is still great even without it.
I say yes. Then again, based on the current state of things, they didn't hold it back far enough.
It's an obvious yes. There wasn't enough time between release, and then online to say they did anything worthwhile to it. If they released online a few months down the road or maybe even next year, then I'd say otherwise.
There are plenty of games that get amazing reviews then get knocked down because of online features, even though the online was clearly just tacked on.

No I think it was held back because of server load. Just too many people online at once and they had to iron out all the bugs.
