GTA when it comes to quality. Though that's not to say SR isn't fun. They're both great games, and fans of open world games should definitely look into at least trying both of them out.
Neither is better than the other. I like both games for completely different reasons. I see this debate a lot, but I don't see why one has to be considered better.
The 200 million dollars game with monstrous production values and diversity wins by default. There is no competition.
SR is good but GTA V is obviously better

I enjoyed SR4 alot more than I expected, but these days, the two series are nothing alike beyond being open world, and if you want to compare them on that front, well, there is only one winner.
