Pardon my ignorance for never having played this, but why even have the ability to create multiple guest accounts? It seems if there is only one account per player then it would eliminate this smurfing issue.
Why would seasoned players want to play with lower skill players anyway? Just to owned them? They’re n00bs, what’s the fun in that?
It’s like on COD where they do bad on purpose for a few rounds, to then be place with with bad players to then dominate.

Author is pretty much generalizing the whole concept of not wanting other people from other regions to play the game just because of race. The thing about DOTA is that it's a team game and communication is important the problem that another person stated which you quoted was that the people they played with would insist on speaking his own language.
Yeah the concept of banning them from the server might be too serious but it's like most complaints with Russian gamers that I hear of. That the bad ones know enough english to insult other players but not enough to communicate with a team.
My advise, just play matchmaking and not give a f***, there's no need to join a party and it'll be a trial by fire type of training. It's immensely hard to enjoy a match if the fight gets one-sided and by stating you're a noob it causes others to fear that the match will get one-sided. This is no different from my experience with other MOBA games (LoL and HoN for example).
TL;DR version
Just play solo in matchmaking, no need to party up. In-game with the way Valve has recently handled communication bans it's far less likely that you'll hear as much insults in a game than in chat.

This is honestly no different than CoD on Xbox Live. I just recently got into DOTA2, and yes I still consider myself a noob and not very good at the game. They do have the training matches against other people though with limited heroes so that you are not too overwhelmed. I've just picked out 2 or 3 heroes that I play exclusively trying to learn them before I have branched out one hero at a time. The author of this article needs to grow some thicker skin. I have come across the jerks in DOTA2, but just like any other community, I have come across nice people to play with even when we were losing.
TL;DR This author needs to grow up, and quit being a baby about no one will play with him.
What I really didn't like was the amount of money they made off a Beta it was insane last i looked it was over 4mil for a beta... During a beta you shouldn't charge for anything because those people are who is making that game what it is. I just thought that was very bad taste.
