Based on one narratively fitting ending in Mass Effect 3, Prothean squadmate Javik is highly unlikely to return in the next Mass Effect game.

A Garrus game would be all kinds of awesome, but I do wonder whether it's possible to sell a game with a properly non-human protagonist (that's "properly" as in "looks genuinely alien, rather than just a normal dude with a funny-shaped nose"). After all, if Western developers have reservations about putting women/non-white males on the cover...
I reckon Aria would make an awesome lead too.
Would appreciate a game that takes place in a different time. Maybe in another cycle, or in a cycle we know nothing about.
I also think it would be cool if you just played as an average marine/soldier in the war. You could also have an RPG where you create a soldier for a given faction and fight in major battles. There's a lot they could do, I just hope they don't blow it.
A Garrus game would be EPIC.
I dont mine seeing Kasumi Goto or a game that has events after Mass Effect 3. Or a game playing as a Cerebus Soldier

Just because a couple of BSN fangirls goes wild over a DLC character and spams the "lel throw everyone out of the airlock" over and over doesn't warrant him to get his very own spin off game.
Illusive Man has somewhat of a rich backstory, thanks to the comics, so he would be a great fit. Garrus, although is a great character, lacks the sort of good backstory Illusive Man has, so he also wouldn't be that much of a good choice.
