PlayStation 3 is a region-free games console. You can import games from all around the world and play them no matter what region your system. According to Sony Worldwide Studios boss Shuhei Yoshida, Sony cannot yet confirm if PlayStation 4 will boast the same capability.

It seems that Sony's PR department needs to get its act together a bit. I don't say that to be controversial, but, unless this information is intentionally being withheld, it sounds like Yoshida simply doesn't know rather than being unwilling to share. This, and backwards compatibility, are two issues I'd love to see answered soon.
Every Sony console has been region free, why stop now? I love playing Japanese games that have little to no chance of being localized. If they release more games from Japan more often in EU/NA, then I guess it won't be as bad. But I doubt they would do that.

If so,then no worries.
I think we will know at E3 but psvita is region free so im betting the ps4 is aswell.
