Based on the list of achievements and trophies for Naruto Ultimate Ninja Storm 3, there seems to be a confirmation of Uchiha Madara. You'll notice that one of the ones listed is titled, "Uchiha Against Five Kage". Those who know the series will recall what part this is referring to. At the very least, it seems as though Madara will make an appearance in the story mode. However it remains to be seen whether or not he will be a playable character.
Developer CyberConnect2 confirmed the incoming closure of its satellite office in Montreal, Canada. At the end of July, it'll be shutting down its only other office beyond the main one stationed in Fukuoka, Japan.
The Montreal office opened in 2016, 20 years after the developer was originally founded. Its statement noted that the second office "led CyberConnect2 on a creative journey in the development of tools and cutting-edge techniques used in creating games."
No mention was made in the developer's statement about if it will offer any severance or transitional help to those about to be laid off.
CyberConnect2 boss Hiroshi Matsuyama has confirmed that a new .hack game is in development! in its 20th anniversary concert.

It was always mind boggling they released the .hack g.u. but never the originals. To this day I still never opened them waiting on the originals

I don't see why he wouldn't be playable. He plays a major part in the story.
@Snookies12 I don't think CC2 wouldn't include him. They're very good at giving fans what they want.
