hence why there's often only the PS4 version of the game available on PS+.

PS5 upgrades for PS4 games on PS+ are hit and miss. The reason is usually that publisher doesn’t want to hand out free upgrades. Sometimes they offer the upgrade upfront, sometimes they are bullied into it, and sometimes they offer it later in a special edition that Sony buys for PS+. It looks here like Bethesda’s intent was to raise the profile of Fallout 4 (and sell some DLC) so I expect we will see an update for PS+ versions soon.
Bethesda themselves acknowledged that Plus users are eligible. There is just some kind of glitch and they are working to fix it.

except on the forums and i dont see anyone talking about the next consoles, and to be honest i honestly think the xbox is the console with the most consumer loyalty out of the 2...i come to this conclusion as a single player gamer preference who sees absolutely no reason for people to own a 360 bar the witcher 2 and alan wake and a few online modes in games like forza and halo 3
