I'd put Street Fighter 2 over 3. 2 and all its different versions dominated the arcade scene back in the day in a way that 3 never did.

Here's my reasoning for all of them versus the list proposed in the article.
They are still quite enjoyable from start to finish on their original platform, unlike some Wind Waker or Okami that are fun when you play the remastered version (unless you call: forced to watch a 20-minute cutscene or have to blow for wind chance constantly fun).
Some of them are the pinnacle of what the console could do (MGS, Chrono, MGS)
Lots of them are still considered the go-to-go game for their genre.
Major 2023 game anniversaries include The World Ends With You, Mario Kart Wii, and The Legend of Zelda: The Wind Waker, among many others
20 years later, The Wind Waker’s Ganondorf is still The Legend of Zelda’s best villain.

I got so far in wind waker and never finished the game, this is definitely a Day 1 buy for me

I was one of those people that dreaded WW when I first saw it! I was so disappointed with the fact that Nintendo showed us a child cartoon version of Link, instead of showing us the mature Link who fought Ganondorf in the E3 tech demo. I eventually got over this and picked up a Gamecube because of the RE remake, which is STILL a wonderful masterpiece, and also picked up WW way down the line. After completing the game I felt that it was one of the greatest Zelda games ever created and simply adored the artistic design. I'm excited that they remade this and am hoping that fans that didn't get over what I did, get a chance to pick it up and see what a great Zelda game this was. I'm actually going to buy a Wii U for my older brother for his birthday in August because he finally got over it as well but is still reluctant in picking up a Wii U. So I guess I'll get it for him seeing as he was the one that purchased a N64 for me when I was a kid. I guess it's only the brotherly thing to do right...
