Agent and Final Fantasy 13 Versus are two big disappointments that come to mind. What happened to those?
The vitality sensor would have been useful if Nintendo ever decided to make an Eternal Darkness sequel, it would measure your heart rate to dictate if you needed a scare or not and adapt the game accordingly. Sadly, it's application for games is limited.
Square Enix might as well announce a FFVII remake, since they don't finish projects people care about anymore anyway.
The Xbox 360 Blu Ray rumor would have never worked. They would have had to put out two separate games, one on DVD and one on Blu Ray. That would have been a confusing mess, also when you consider that less than 20 games in the whole Xbox 360 library require more than a single disk, its not something needed this gen.
Shenmue 3 was never more than a rumor.

Looking on how successful the Yakuza series is doing, Sega might see Shenmue as a step backwards or not appealing to today's audiences. I do know that at least twice, developers and the creator himself said they wanted to do it. There was also supposed to be Shenmue online.
To be able to play as Ryu again and walk down the streets of Japan. Ah, memories.
