One of the hardest emotions to genuinely create in a game though is that of fear - movies have it easy, as the director can always ensure that the experience is the one intended. I haven't played all those games... but I find the scariest game I have ever played was the first resident evil... but then again I was 10...

Although I own and played through the PS2 version and it wasn't scary at all.
I gotta agree F.E.A.R. and System Shock 2 were real SCARY!
