I don't think I understand Levine.

Is he saying that Bioshock Infinite is technically "claustrophobic" which could mean linear and not open, because game designers did not design the levels properly?

Not Infinite. You didn't read the article, did you.
He said that System Shock 2 was claustrophobic due to technical limitations. He wanted more openness on the FIRST Bioshock, but the level designers thought he wanted levels designed in the same manner of SS2.

Bioshock Infinite has a balance between more open environments and claustrophobic ones.

Anyone else confused how in the first bioshock there was guns underwater. surely they would have destroyed them all because they would be damaging to the city. I mean yes you could get the odd person who makes one out of god knows what but shouldnt there have been a sort of police unit that confiscated and destroyed them. Its one of the plot holes that's always bothered me

Only played the demo for Bioshock... it was ages ago but I think I remember the water draining through the glass when you shot it.

Possibly. Also the big daddies would repair stuff but still doesn't make sense. Essentially one person with a gun or explosive could bring the whole place down
