Why not try KickStarer alot of small companies are doing that it seems. couldn't a small development team also do that?

Yeah, why not try Kickstarter? I don't really trust Kickstarter, since some don't deliver on their promises, but this is an example of when I recommend someone to try Kickstarter. When a team basically runs out of funds for a game they put so much passion into, but have to stop work on it due to financial issues.
Also, can't they ask Sony? Sure, they might force the developer to make it exclusive, but Sony would fund them.

The Pub game looks great, get a Kickstarter going, and use a similar art-style and make something like Heavy Rain Vita, or Walking Dead Vita.

If it's something ambitious like that then people will support it on Kickstarter. At least I would.

Just go to Sony, they now have ways to help studios like this out. Tweet yoshida and get in contact with these people i am sure that with time youll get a response,hopefully a good one at that.

To be fair, they asked for it. Bit over more than they could chew. Had they stuck to one game at a time, it'd be fine, but no. They had to take on two at the same time, without funding. They need to put one on ice until they find some money.
