As I understand it, the contents of the chest are scaled to your level. So, higher level = better loot. I bet some folks are hanging on to their keys until all the DLC has been released and the level cap has been raised to its maximum!
Agreed, though they are all Purple most of them are pretty decent. It is possible to get some crap out of the chest at least half the stuff I have gotten was useful at my current level. Some of the 50th level stuff I pulled out is pretty epic even for a purple weapon.
