I never really understood why Cole couldn't be in water. We today have electric eels capable of shocking preys in water and they cope with it just fine.

I never got why Cole, a superhuman with magical electric powers, couldn't cope the way an electric eel copes with it.

If it's in his cells the way it's in an electric eels cells, then it shouldn't be a problem for him to be in water. The only difference from water and air is the amount of voltage. But since he gets stronger the more voltage he absorbs, doesn't that mean he'd be stronger in water?

Keep in mind Cole was from the first (and technically second) InFamous games. Think back to Crash and Spyro. Any character almost always have to have water be a hazard in their first game. :P

Time span in Infamous 1 to 2 is about a couple months. I doubt he controlled the powers well at all yet. If he had them for a long time I could understand.

the powers were also new to him, and probably didn't have control over them as much as we saw. he probably constantly had an outside layer of electricity waiting to be shot. when you did get him in water, you would see electricity climbing all around him.

An electric eel can go in a car without it blowing up of come in contact with a gun without it blowing up. An electric eel also doesn't cause huge amounts of visible electricity to shoot up 3 feet from the water (when cold runs through a puddle that happens)

now this might not seem relevant but for the next game but I think they should go tropical or do an island = sand powers imagine the particle affects (Gaara of the sand anyone)and it should have dynamic weather which will allow for rain power it would look so awesome also water combat?

new character however they can still use Deslin however for a plot twist its future Deslin who with was able to gain time travel powers (it never made sense how Kessler was able to go back in time using lighting powers) now imagine using time powers as to save your content. also it will allow the return of lighting powers which Future deslin gets from Kessler without resurrecting Cole. hopefully this will mean creating a more interesting and gritty character than present deslin. and so as the first sons who were beginning to fracture when Kessler began his plans with Cole his right hand man future deslin who both escaped to the past from the beast, as Kessler moulded Cole he handed control of the first sons to future Deslin who after Kessler's death he could no longer control the remaining members of the first sons while still able to retain control over part of the group either one or multiple (depending on sequels) splinter groups broke off from the first sons at first hiding and shielding themselves away so as to avoid the ray inhibitor since F Deslin did the same he could not hunt them down. however after infamous 2 events he began his search for the splinter factions which led him to his present self after the events of infamous ss (maybe DLC for SS) so after that he find a base of one said splinter faction I which he works t hunt either to assimilate or decimate the faction.
