Unless someone actually mines the data, we will probably never know. Just one of those things where we typically see something like...

Person does something out of the ordinary and get an extraordinary result. (tips the highest amount and runs into a shiny shortly after)
Person posts this online and a lot of people try to replicate this event.
Some people get lucky and have it happen, where as other people decide to troll.
This event becomes a "fact" and people swear by it, though it might just be a "good luck" charm.

Maybe, maybe not. The game hasn't been data mined yet, so no one's 100% sure yet. Heck, we're not even sure what the Kalos event Legendary Pokémons look like yet.

Anyways, MM still works like a charm. Already got two, first a shiny Fennekin, second a shiny Froakie. Also found a shiny Altaria from RE

Ok i.understand nothing about the shinies! But I want them! And I saw someone has a Gastley! How? Im finishing the tournament now, really wanna dig in.to this ahiny pokemon thing that I really don't.have covered yet. All i know is that they have different colors, but no idea as to how to attempt to get them.

They're random chance; I think there's a 1/8192 chance of running into one.

Breeding Pokemon with yours makes it more likely to be a shiny. There's also something called "chain fishing" you can try. I'm pretty sure you can also chain Pokemon in grass. I suggest looking this up; I know there are plenty of answers out there.

Shinies are RARE. You don't say "ohh I want!", and expect the next wild Pokémon you see be a shiny. Like RaikRhythm said, chances of encountering a shiny is less than 1%.

However, there are various ways of slightly increasing the chance of seeing one. Masuda Method (having two Pokémons from different countries in the daycare and breeding them), Pokéradar chaining (the higher the chain, the higher the chance of a shiny. Max chain is 40), or now Fish Chaining (same as Pokéradar, but fishing). Black2White2 introduced the Shiny Charm, but were not sure if it's back in XY (since the item could only be obtainable once you complete the entire Pokédex, but it's impossible right now on XY until Pokébank is out).

Anyways, speaking of fish chaining, I just got another shiny (overall 4th on X) on my 8th chain. A shiny Alomomola!! :D

You can't even tip 10,000 only 1,000...

You need to have defeated all the three options in the restaurant perfectly to be able to tip 10,000
ie: Blahblahblah this needs 6 turns to be cooked perfectly, you need to do it in 6 turns, no more or less.
If you've done it right, that battle mode will have a star next to it.
It's a pain in the butt 'cos a LOT of the pokemon they own have protect.
Despite tipping I've had no luck with pokemon in the wild, though I have with chain fishing.

I've been tipping left & right. At 50+ hours I have yet to see a shiny in the wild or in a fight.

Whether it be tipping, masuda method, chain fishing, Pokeradar chaining or soft resetting, I have yet to ever find a shiny Pokemon other than the red Gyarados in Gold/Silver/Heart Gold/Soul Silver.

why do other games pull off 3D monster collecting JRPG games just fine? Look at Jade Cocoon and Shin Megami Tensei for examples.
