If you want to be technical, then yes. The statement in the article was meant to be taken in jest, since even though people have been able to log on since launch, it is only recently that they have been able to get things done in-game.

Working properly maybe? Day one it was nearly impossible to log in and if you did, most people had issues with the early tutorial missions not loading . It wasn't until the weekend where I was actually able to do something fun. Survival mode is great.

One of the reason I believe once gta 6 release, most of us thoroughly play it, enjoy the world they crafted then after that no offline support, no dlc at all
