Sounds like this was all just a way to kill off Mixer and endorse an alternative that isn't Twitch or Youtube.

Hmm who to believe, A person who gets paid to make MS seem like everything is all good, Or numerous other places who report the news as it happens? Yeah i'm going with he's lying...
And yet they've only reduced release markets and shipping numbers?

Know it doesn't mean anything - or too much perhaps - but RRoD.
Even if its MS they can't afford to have that happen again.
Can it start producing before passing the FCC?

So I take it the reduction in production is planned, maybe they messed up the numbers all that while ago. Maybe they don't want to make as much money as they can, makes sense. I would take anything coming out of microsoft PR with a grain of salt. Reports from the home countries where the manufacturing occurs with no apparant gain should be at least considered.
