No, but its not there to compete with Apple, its there to provide a steady drip of extra games for the Vita while allowing Sony to creep into the Android market and courting newer developers to get them "on-board".

PlayStation mobile spans Android devices and the Vita so it has a pretty good chance of being successful. But to beat the Apple store now that is something I don't see happening.

What is potentially far more interesting (and wide-reaching) is the promise that we may see PlayStation Suite game downloads made available on Apple's iOS and PCs running Microsoft Windows, if recent comments from Sony boss Kaz Hirai are anything to go by.

why would it matter to Sony is if the target is to be able to have as many mobile handsets be able to purchase and play games from playstation app's market of the playstation Platform that in its inception is already made to run on non Sony only hardware outright?. it is like Amazon market you can still put it on pretty much every android device it just more apk's to add to an already larger number of software applications you can already run anyway.
