An MMO through cloud gaming? Let alone one revolving around player timed actions in drawn out combat scenarios? You better have a really good ISP and upload rate to boot.

Depends , even as an action oriented game , Tera is still a mmo , those are usually built with rather high lag input and ping tolerances in mind .

Must admit I'll have to give this one a go, the prospect of being able to access your account quickly from (I'm assuming) any internet based device is epic, especially if you can have this service along side your main install of the game, great if you have an underpowered laptop and you need to get your MMO action on away from home.

True, but players with the lowest latency (both client and server-side) tend to fair much better in action-oriented scenarios where timing is a factor. That doesn't mean it's not possible, but I question one's ability to remain mobile and reactive enough with their warrior to solo bosses like those on non-cloud gaming set-ups.

I'm a big fan (but not a big user) of GaiKai and OnLive sure it ain't perfect, but the options it enables are sweet.

Would be a great addition to the PS3s never ending list of features

WoW is a mess and it will continue to be a mess. Still, the less-developed MMOs are going to have trouble gaining a fan base because they lack content right now. Even if people do flock to FF14 or BDO, they'll go back to WoW if they fix enough features or give players a shred of hope.
