How is that a bad thing? Many games have taken elements from past great games all the time. TLOF took from another game which also took from a game before that game. Resident Evil 4 was maybe the first or at least the first major game that did 3rd person over the shoulder action view and many games copied it since then including TLOU. Gears of War was the first to do that style of one button press cover system and it inspired many games after that to do something similar. As long as what they copied was from something great, it should be a good thing

A Russian developer that went from some isometric low poly stylized games to what looks like a modded version of The Division zombie survival MMO. Wouldn't surprise me if those assets are straight up stolen also.
